Employee Benefits Task Force Report
Please find attached a report by the ad hoc Employee Benefits Task Force that was convened regarding proposed changes in health care benefits for state employees, including those in the University of Illinois System. The group of faculty and staff members from all three universities of the System was asked to examine the proposed changes, proactively inform employees about them, and receive employee feedback to be shared with university leaders and officials in Springfield.
The 36-page report covers six topics the group was tasked with, including a comprehensive history of the governing State Employees Group Insurance Act; analyses of the health care cost landscape and comparable information at other universities; projected future costs based on available information; and possible alternatives to the State of Illinois group insurance plan. Also included is an extensive Q&A summary based on employee input provided at webcasted, open meetings on each campus as well as a website portal.
As the report makes clear, the issue of health care benefits and costs is complex and remains unresolved in the current environment of an ongoing state labor contract negotiation, legal proceedings, and the state’s uncertain fiscal circumstances. Also clear is the essential importance of this issue to the health and financial well-being of our faculty and staff.
Impact of budget crisis on employee benefits and medical/dental insurance
CMS Statement: Until there is an approved FY'16 budget for the State of Illinois, claim payments for the Quality Care Dental Plan administered by Delta Dental, the Quality Care Health Plan administered by Cigna, HealthLink OAP and Coventry OAP are on hold. These plans remain active and benefits will be paid according to a set release schedule once the State budget is approved and funds are provided to the plans.
Assistance, direction, or advice from counselors is available for insurance and other benefits related problems or inquiries at the Benefits Center, Room 305 Human Resources Building, 715 South Wood, 996-6471. The Benefits Center also provides assistance with 403b and 457 plans.

The Employee Assistance Service (EAS) provides free, professional, confidential assessments, short-term counseling referrals, and follow-up for UIC employees and their families. For more information contact the University of Illinois at Chicago Office of Human Resources at 996-3588.
CAN provides a team approach to advocacy in order to assist UIC staff who are victims of sexual assault, domestic violence, stalking, and hate crimes. Advocacy means that CAN assists staff in navigating this process. CAN outlines options and supports the staff member by making phone calls, assisting with safety planning coordinating different services, and/or accompanying the staff member to appointments or court appearances. CAN IS located in Room 802, University Hall, 601 S. Morgan St., (312) 413-1025.
UIC Children's Center is located at two on-campus sites and provides full-day early childhood education services to preschool children of UIC students, faculty, and staff.
